Legally the chairman and CEO of the apartment association are not required to have any certificates of competence. Therefore it can be said that anyone can legally be the chairman of an apartment association. Managing an apartment association requires knowledge from different areas (construction, jurisprudence, financial accounting etc.), therefore it is advisable to participate in training courses.
The chairman of an apartment association acquire knowledge by participating in different training courses and receive certificates. Training courses are offered by the Estonian Union of Co-operative Housing Associations (EKÜL) and Association of Estonian Facilities Administrators and Maintainers (EKHHL). It is important to acknowledge that the Association of Estonian Facilities Administrators and Maintainers issues the certificate of competence.
